Transportation Infrastructure Development in Vietnam: CURRENT SITUATION & BIG PROJECTS SCHEDULED TO BE INVEsTED OVER THE PERIOD TILL 2020 CURRENT SITUATION ON TRANSPORTATION INFRASTRUCTURE DEVELOPMENT IN VIETNAM - In general, transportation infrastructure system in Vietnam is less developed and satisfying socioeconomic demand : A majority of road network has not satisfactory to the required technical grade, not available with standard highway. Small and narrow urban road system causes traffic stuck. Small airport terminals. Vietnam still has no deep terminal. Backward railway slow speed train SITUATION OF INVESTMENT ATTRACTION TO DEVELOPMENT OF INFRASTRUCTURE • Presently, investment in development of transporation infrastructure is mainly from state budget . For the 1996-2005 time period, State has invested 83,400 billion dong in transportation infrastructure. However, that still has not met the demand. • Fund other than State budget mobilized for development of transportation infrastructure is not much. Currently, there are altogether 43 Projects nationwide in the form of BOT investing in construction of civil transport engineering works with a total investment amount of 42,000 billion dong. SOME SOLUTIONS TO ATTRACT INVESTMENT TO DEVELOP TRANSPORTATION INFRASTRUCTURE • State to promulgate some regimes and policies, legal framework to facilitate for socialization of investment in development of transportation infrastructure. • State to perform state management function through planning, schedule, promulgation of regimes and policies and supervising, monitoring • State focuses capital for the planning, support to investment in focal infrastructure works, create suitable mechanism for the State and the People jointly proceed. • Push up investment promotion, promulgation of a list of investment appealing projects. • State to issue tax incentive policies, land acquisition and resettlement LEGAL FRAMEWORK TO FACILITATE ATTRACTION OF INVESTMETN FUND IN DEVELOPMENT OF TRANSPORATION INFRASTRUCTURE • Decree No. 78/2007/N§-CP dated 11/5/2007 by the Gov regarding investment in the form of BOT, BTO, BT. Following which, the State shall encourage to perform construction projects, operation of infrastructure structure works in the following fields : - Roadway, bridge, tunnel and related utilities - Railway, electrical tracking car - Airport terminals, sea terminals, river terminal, ferry boat jetty - Water supply plant, water drainage system, sewerage and waste treatment system - Power plant, power transmission line - Infrastructure works should follow the directive opinion of Prime Minister The government protect the legal interests and eligible ownership of the investors who perform the investment in project as per regulations of this decree. Investors are entitled to recovery of investment fund and profit as per contract agreement of the project. LEGAL FRAMEWORK TO FACILITATE ATTRACTION OF INVESTMETN FUND IN DEVELOPMENT OF TRANSPORTATION INFRASTRUCTURE • Direction No. 15/2007/CT-TTg dated 15/5/2007 by Prime Minister with regard to some major solutions to promote foreign investment in Vietnam with the guideline of maximizing resources for investment in development of infrastructure structure, especially the resources out of state budget. LEGAL FRAMEWORK TO FACILITATE ATTRACTION OF INVESTMETN FUND IN DEVELOPMENT OF TRANSPORATION INFRASTRUCTURE • Decision No. 412/Q§-TTg dated 11/4/2007 by Prime Minister regarding the approval of the list of some core and important transportation infrastructure projects until 2020 period with the target to complete one step of transport infrastructure structure for industrialization and modernization of the country. SOME LARGE TRANSPORTATION INFRASTRUCTURE PROJECTS SCHEDULED TO BE INVESTED OVER THE PERIOD TILL 2020 1. 2. 3. 4. 5. 6. 7.
